One circuit is connected to two breakers. Only found this out because the one light on the circuit was very inconsistent (sometimes on sometimes off, even sometimes regardless of all the switch states). Tapping the one breaker caused the light to turn off, and then back on again, or sometimes it would just remain off after that. Very strange, and I don't want to open up the panel myself because I can't find the main switch to kill the power.
