He took thousands from my 91 year old mom then he DISAPPEARED. My mom hired Steven Moore of Precision Concrete LLC to replace a porch, threshold, steps, railing, and sidewalk in March of 2021. He did the porch, threshold, steps, and sidewalk in June and screwed up the porch. Then things really went south. He currently has over $3,000.00 of my mom's money for parts and labor he won't supply. He kept asking for money for add-on charges without ever providing a written invoice (and he did not deduct the fees for work that was not done). She paid him what he asked for in addition to $2,147.00 for a railing that she chose. He said it would probably be a month to get the railing in. Throughout July she emailed him once a week asking for an itemized invoice. He never responded. She finally called him on August 9th and he actually answered the phone. But that was the LAST TIME he responded to her. He told her on the 9th that he still didn't have the railing, that he would let her know when he did, and that he would get her the itemized invoice ASAP. She tried emailing him repeatedly and since October 1st has left him multiple voicemails and emails, sent two first class, and two certified letters. HE HAS COMPLETELY IGNORED HER. I should note that my mom was never anything but nice to him. She's very religious and actually lives her faith. I, on the other hand, am furious that he would treat her this way. At first I thought that his behavior was shockingly unprofessional. It's gone beyond that to where I think he qualifies as a flat out disgrace. How anyone could ever treat another person this way, let alone a customer and senior citizen, is beyond me. So if you're looking for a contractor that has a shred of human decency, let alone some semblance of professionalism, I suggest you keep looking. Also, when he or his helper were removing the concrete forms they accidentally broke a nearby glass block window, so she's also on the hook to replace that at a cost of around $300. On the last day she met with him and gave him yet another check, he was in her kitchen and asked her two questions: "Do you think I'm treating you fairly?" and "Do you think I'm being fair with you?". I have to ask, Steve; if YOU think you were treating her fairly why did you even bring it up? In the mean time she's fired him (and his contract has expired). He can't claim “parts unavailable” this time. After he was fired I ordered an entire railing kit from Home Depot online. I had it delivered, complete, to my home in under 8 days for less than $900. If he couldn't get the railing she wanted he should have given her options. If he couldn't give her options he should have refunded her. We don't know what his problem is and seven months later with zero communication we have no way of finding out. It is our firm belief that if we don't pursue him through the courts we will never hear from him again. By our calculations he owes my mom $3,372.00. As it is we have filed a complaint with the Pennsylvania Attorney General's Office. We have also filed a criminal complaint for contractor fraud with the West Mifflin police. One of their detectives is pursuing this. He actually drove to Moore's home and Moore watched him through the front window of his house but refused to answer the door. That's not exactly what I would call adult behavior. Please note that as of the date I'm writing this (March 9, 2022) Steven Moore has not been charged with, or convicted of, any criminal wrongdoing. My advice is to avoid this man at all costs. p.s.; I can document everything I refer to in this review. Also, I am writing and posting this with my mom's blessing.
