I would not do business with JD Rock again even if he offered to do it for half price. Or free for that matter. When you meet JD he comes across as very friendly and makes you feel at ease. He comes in with a low bid which makes him seem very attractive but his plan is to get you on the back-end with a lot of extra charges. He intentionally has a very vague contract that he can manipulate to his advantage so that he can nickel and dime you for "extras" that he will claim you added in. Also once he wins your business don't expect to see or hear from him except when he is looking to collect his payments. He told us that the best way to get a hold of him was via email but we found that was just the best way not to get a hold of him. Texts, phone calls, and email went unanswered. Our experience with him was this. When he began the work he did just enough to get us to the point of collecting the first payment. Then he and his crew disappeared for a while and when they returned they worked just enough to get to the second payment and pulled another disappearing act. I believe he is bidding out a bunch of jobs and instead of starting and finishing one to completion, he starts multiple so he can collect multiple payments while keeping you in construction hell. We contracted with JD to perform a master bath remodel. He said in the contract that it should take approximately 2 weeks. He also stated in the contract that he would obtain permits and charged me for them but never pulled them. Now after the fact he is trying to claim that permits were not required for this work. The Frederick County permitting office disagrees with him. My remodel that began in April was supposed to take approximately 2 weeks. Five MONTHS later the job was, and is, still not done. The only way that I could even get JD to show back up to resume working on my bathroom was to threaten to fire him. The friendly JD that had suckered us at contract signing had long since been replaced by an unapologetic everything is the customers fault hot head. I have never in my life received such horrible customer service. And aside from the customer service issue the work which was done is very poor and I have had to redo a great deal of it myself. I am now going through the arbitration process with him because he claims to be done and there is so much work left unfinished. I have also paid a home inspector to come out and check his work and was told that if left as is I am going to have water damage inside and outside of my home from the sloppy work that was done. If you do decide to go with JD the best advice I can give you is make sure you spell everything out in the contract. And do not let him give you an approximate date for the work completion. Apparently in his mind approximately 2 weeks is the same thing as approximately 5 months. He cares not that you will be living in a construction zone for months because hey it's not his house.
