See attached copy of the e-mail and certificate. In the same e-mail, we requested our final inspection, which was promptly performed by your building inspector. We sent the Certificate to your office in the correct time-frame, as is shown by the date on the e-mail. That someone at your office must have received it is evidenced by the fact that the final inspection it requested was performed. If you no longer have access to these e-mails, I would be happy to forward our e-mail containing the attached completion card for further examination. Upon receiving your letter assessing the administrative fee on 9-2-12, I followed the instructions and called 'the undersigned' at the only phone number given, 327-8700. I called on 9-4, 9-6, and 9-11. I left messages the first two times, the third time the mail box was full. Then I emailed CompletionCards@indy.gov on 9-11, including a copy of the earlier e-mail and the completion certificate, and asking for confirmation that the card was received. I received an e-mail response indicating that the card was not on file. On 9-12 and 9-19 I e-mailed the card again, each time asking for confirmation that the card was received. I finally called the direct extension of the individual that answered my earlier e-mail and she did confirm that the completion card was on file, received on 9-11. This is a difficult and inefficient process to submit and confirm receipt of required documents. It would be helpful to have a confirmation when needed documents are received. Please rescind the administrative fee of $215. We returned the certificate on time, your office responded promptly to the e-mail containing the certificate, and we had no way of knowing that it might not have been properly received or filed.
