Jose A. Rosario, owner of the subject company, was referred to us by Porch on Sept 3 and we contacted him about pouring a new sidewalk and putting porcelain tiles on the front and side of our porch and down the backs of the steps. He said he had done that before with success. We talked a long time about what we wanted and even showed him many pictures. He said he could do it in seven days for $3500. We knew that was too much but if he had done that we would have been okay. We told him we had to have a 30 day warranty on his work. He agreed that he would. He insisted on having $1750 before he did any work. We paid him, we picked out the planks and told him. He picked them up and said you are going to have to pay me for them and the grout. That's when the strife began. From there on to the end , he developed a negative attitude towards me and would only talk with my husband. I left him alone and he brought in another guy to lay the tiles. He worked all day without supervision. Rosario came back around 4pm and told us the tile was almost done except the stairs. We were shocked when we saw the tiles. They were uneven and rustic, we specifically told him that the tiles were to be even to give a modern, sleek look. The grout lines were not consistent and were big. We had told him we wanted the least amount of grout line possible. He said after I grout them they will be fine. I said make sure the grout blends in with the tiles. He said it would. The grout he put in was a light tan and the tiles are mahogany. It looks sloppy and not at all what he was supposed to do. I told him they were going to have to be re-done. He ignored me and said the sidewalk will be poured tomorrow. More strange men came to do it. We had been led to believe that Rosario was going to do it himself. He left them unsupervised as they worked. Again, he came back in the late afternoon. I looked at the bottom of the sidewalk and large chunks were missing in the base. I told Rosario that those needed to be filled in. He said no they don't and didn't. I wrote Sara about his sloppy, amateur work and attitude because she had been e-mailing me asking how the project was going. Within 2 hours he came gunning his car up our driveway and hollared I am terminating the contract because you told Porch that I did shabby work. I said you did and I told you that. I, also, told him that I had told him at the beginning that Porch was checking with me on his work and I only wanted to say good things. He was so angry and kept saying the contract is terminated. My husband took him aside and got him to agree to send the tile guy back to fix some of the worst tiles and finish the steps. Both came the next day. I heard Rosario quietly talking to my husband. I heard him say I'm not going to need this sealer ( that he was supposed to put on the sidewalk) so I'll sell it to you. I told him we didn't need to give him anymore money because he hadn't fulfilled the contract. He popped back that he was not warranting his work. I said we only signed a contract with you to have the warranty. He was so mad and he left . Tile guy was still working for about two hours and still hadn't finished. I thought I heard him talking but when I looked out the window, there was no one else. About 30 minutes later I realized there was no more sawing noise. I looked out the window and the guy was gone and the steps weren't done. Rosario had evidently called him angrily and told him to stop working. No one should ever hire him. He lied constantly, didn't finish the jobs, didn't refund our money and acted unprofessionally and unethically.
