my property was stolen and refund not returned . Owner simply stopped communicating after repeated request to correct situation

They failed to start the contracted work and did not give back the down payment. Have taken them to Civil court and have been awarded a judgement but have still not paid. The owner now has arrest warrants issued against him in both Carteret & Onslow Counties for passing bad checks. Also he has a further court date in Onslow County for taking money and failing to do the work.
