I bought a house in New Castle, and Aiken Refuse made me pay for the prior owners time owning the house. The lady at Aiken claimed that this is the law from New Castle. I went to city hall and discussed with the lady at the front desk. She said there is no such law. Beware these people are thieves. And outright liars.
