Do not give any money up front. We contracted for a reserve study and paid 50% up front. After months of delays and no report given (contract states we would receive a prelim funding report within 30 days) we decided to terminate the contract. Since we had not received anything we asked for a partial refund (50%). After termination FCS decided to finish the study (took about two weeks after termination) and stated that no refund would be given because the report was finished and submitted (even though we had already terminated and did not ask for the report). Now we are out money and have to contract with another company to have the study done. Cheapest bid is not always the best, especially if all you are left with is less money and less time.
