Greenday Restoration Construction

I entered into a contract with Brad on 02/06/2020 to install new tiles for my stairs and he was supposed to finish the work by 02/14/2020. The total price set was $680, and he took $300 as deposit, tried paying him with a check but he insisted for cash making me go to an ATM . He was supposed to start working 2/8/20, but he kept delaying it and telling me that he will start a day later and will get it done soon and these excuses went on until one day around 02/16/20 he calls me and tells me that he cant rent some machinery from homedepot because he has run into some credit issue due to his past rentals from hopedepot, and then goes on to ask me to get the machinery rented under my name so that he can finish the work to which I said no. After I told him that I cant rent it for him he tells me that he will get the work done, and then again disappears unitl 02/19/20 telling me that he will come the next day, well that next day never came which is when I decided that I need to let go of him. He left my stairs in such a state that I couldnt use it at all. The reason for the all the explanation, I was supposed to move into my unit on 2/15/20, but due to his excuses I had to delay my move till 02/27/20 which cost me extra money on rent and on top of that the agony of having a demolished stairs for which I had to hire another contractor who charged me premium for finishing the work in such a short time. In between that time I asked him to return my door key, part of the desposit and the bag of thinset mortar which he made me buy but he kept it in his truck, to this day I have called him and messaged him a number of times yet he still hasn't returned any of my items. Since he didn't return my key I had to buy a new set of locks for my front door.
