But if you are working with the Bienestar program, as you know you have to make prior arrangements with your supervisor first for any changes to the houses, as they are all done on an agreed upon bid, then they will contact us for changes to the houses if they are approved. But you chose to go around the rules and try to make changes directly with the employee that was performing the contract work, and you were told you could not make changes without approval. As far as employee stating he would do it on the side once the home was finished, is not correct. You should have called us to make arrangements, but you chose not to call us.
