This is my experience with a local contractor, Spartan Construction but being known also as Spartan Services since End of December 2019. This contractor whom was recommended by a friend that goes to church with Jason Opp, the owner of Spartan Construction/Spartan Services. I will try to make this as brief as possible but so much has transpired. I am also open to answer any questions you may have. I have proof of everything I state. I also have security footage of when they arrived and left each day. I was initially reluctant on coming forward but after seeing yet again another person who was done wrong by this contractor I decided to come forward. I had a flood in my home in July 2018. Due to other rooms being fixed and delays on cabinet orders, Issues with cabinet orders this took longer than I had hoped. My first initial red flag with this company came when they gave me an invoice to submit to my insurance company for a little more than $4000 for a few hour job. It was my own negligence and not understanding but the insurance company questioned it and asked for an itemized statement. I stuck up for Spartan Construction and the insurance paid it. Months later in December my kitchen cabinets were in and work was ready to begin and was slated for December 2nd-13th. I had the kitchen completely gutted and appliances except for the stove out if the way before they came. It took them 3 trips to my home to get the kitchen sink cabinet put in, one of those extra trips was for parts that they apparently got the wrong size etc. Why I was charged for that is beyond me. December 4th I was billed for hours and not one person showed up. Next few days was setting up cabinets and leveling etc. Mr. Opp had stated to me that they would paint before cabinets went up and that didnt happen. A hiccup came when the wall cabinets were unable to be attached because they said my studs in the wall were horizontal instead of vertical. So they had to add on a piece of OSB on the back and that was attached with glue and Brad nails. These brad nails left damage in every one of my cabinets and left sharp edges inside the cabinets. He assured me these would be fixed but were not. My cabinet over the fridge is upside down. Many of the soft close hinges on the doors are in the wrong place as in instead of them being on the top they're on the bottom and vice versa. Kitchen sink cabinet has holes they cut that are sloppy and awful.The cabinet with the range hood has similar issues. When adding temporary countertop they damaged my brand new faucet. When it was brought up he ignored it. My base cabinet wasnt leveled properly and that had to be fixed to be able to put on the countertop. 2 upper cabinets misaligned as well. Wall cabinets have gaps between back of cabinet and wall. No finishing carpentry was done. My under cabinet lighting not done. Was charged for supplies that they didnt even use. On December 13th it was the end of a very stressful time for me as I was battling health issues and being exhausted from all going on. I was overjoyed cause I had my kitchen back and was pleased. I had assumed they were going to come back and finish the rest but they packed up all their tools that had been sitting at my house for the time they were working so I thought they would call to finish up. When I got the invoice for more than $10,000 what it should be and explained to Mr.Opp he was charging me for days people weren't here, charged me to install a dishwasher to be installed that i dont even have cause it died months prior, charged me hourly for travel which was not on the original bid and the insurance doesn't pay for even though I live 30 minutes outside of Fairbanks(although I disagree with insurance on this), charged me for an employee to come out to my home on a weekend to get items that were left due to their own negligence even after the other employee told them to grab it the day prior, refused to compensate me for damages they did, charged me for an extremely excessive amount of hours yet in a text said he is taking $3000 off as a discount because he thought it was a tad bit high and wanted to make it more manageable. 🤷♀️ This contractor is familiar with insurance claims. Mr.Opp knows the process. He is required to stop working and notify them when the scope of work changes which was when they had to add the OSB on the back of the cabinets which just recently the insurance company sent a check for. Not at any point did he tell me it was going to be thousands of dollars way above the initial bid. Upon all the emails and back and forth I chose to stop communicating with him because I realized I was dealing with someone that minimized my concerns, act like everything was just fine when it most definitely was not and who is passive aggressive and refuses to take accountability for the work he does. He dismissed my concerns and never addressed the issues. After discussing the issues with state farm over all of this they said to get an itemized statement from Spartan Construction. It was an absolute mess! Mr. Opp still had things listed he nor his employees did, was charging more than the hourly rate he submitted to insurance and was still claiming he worked 179.5 hours which nobody did at my home. When we inquired about the hours this was one of the responses. Please correct me if I'm wrong but since when does the customer get charged for gathering tools? Mr. Opp's response- "The time cards- the Monday before we started out at your home, Mike gathered all the tools and items necessary to work at your home, he then loaded them into the vehicle that they would be in the next day. The time on Joel's time card for the day they were not at your home was getting & exchanging supplies. The guys loaded supplies or tools at our shop each day and then drove to your home. As I explained in the last email, the hours when Tyree was there on Saturday, you were not charged for, as he owned his mistake and retrieved the tools on his own time" I told Mr. Opp I wouldn't pay him and was also advised by state farm to not pay him until he provides a true and accurate invoice. It was getting frustrating and I told him to stop contacting me. I explained to him I would be contacting the consumer protection agency as they offer mediation services but with covid everything was pushed back. After all that was happening I went to Courtview and when I did I was in shock. Lawsuits and judgments against Mr. Opp for large sums of money. Looking up reviews and finding people going through the same types of things I am and I am just so disgusted with it all. I trusted this man. Not to mention the issues with his licensing and being bonded and insured(see attached and notes from licensing department). I felt like I was going crazy while reading his emails because Mr. Opp is very dismissive, passive aggressive and manipulative when it comes down to what has all transpired. He conveniently bends the facts and makes himself the victim in all of this. And now months later I am still waiting for my kitchen to be finished and waiting for my day in court and I will be bringing all the others with me that have been affected by this company. *Excessive charges. *Waited until after the fact to inform me of $10,000 in additional charges. *Did damage to my new cabinets and my new faucet. *Charged me for hours and days when nobody was here. *Charged me for hours they were getting tools together in their shop. *Multiple concerns about dishonesty after seeing many other reviews and judgements against this business. A Google search of Jason Opp and Rainbow international will explain the judgement. It's all public record. *not properly licensed bonded an insured while at my home. (See licensing info) *dismissed concerns when brought to owner Jason Opps attention. We are unable to get a mediator due to covid. Waiting for my day in court to expose this company and will be getting everyone together that has had experience with this company where they have not only had bad work done but have been treated like they're crazy, degraded and belittled by the owner when you ask for clarification of charges and wanting an itemization of charges. Save yourself the stress and use someone else.
